The fourth and largest positive indigenization list, consisting of 928 strategically significant Line Replacement Units (LRUs), subsystems, spares, and components, including high-end materials and spares, was certified by the Union Ministry of Defence (MoD) on Friday. This list's import substitution value was Rs 715 crore.
The list states that defence PSUs are prohibited from importing these products after the dates listed against them, which range from December 2024 to December 2029.
The most recent list, which is also the longest among the positive indigenization lists, also includes a gearbox, a number of valves, and a number of tyres. It also includes a digital map generator for the Sukhoi-30 fighter aircraft of the Indian Air Force, voyage data recorders for ships, smart multifunction displays for indigenous HTT-40 aircraft, flexible fuel tanks for the Light Combat Helicopter, and smart multifunction displays. Mazagon Dock Shipbuilders Limited, an Indian shipyard, has supplied the most goods on the list.
The fourth list comes in the midst of numerous government initiatives to encourage self-reliance in defence while lowering imports of defence supplies and gear. Raw materials and low-value crucial spare parts are also included on the list of 928, which was compiled by the defence PSUs.
The military ministry has introduced three positive indigenization lists in the last two years, totaling 351, 107, and 780 products that must only be purchased from indigenous sources after the deadlines stated against them. Of these 1,238 articles, 310 (1st PIL - 262, 2nd PIL - 11, 3rd PIL - 37) have already undergone indigenization, according to a statement released by the military ministry on Sunday.
According to the defence ministry, the DPSUs will indigenize these products through various channels under the "Make" category and in-house development using the skills of MSMEs and private Indian industry, thereby stimulating economic growth, increasing investment in defence, and reducing the DPSUs' reliance on imports.
Involving academia and research organisations "will also enhance the design capabilities of the domestic defence industry," it added.
The DPSUs will soon begin the procurement process for these notifiable products, and the government's Srijan site dashboard will post the items' requests for proposals (RFPs) and expressions of interest (EoIs).
